ராஜாவாகிய அகாஸ்வேரு தேசத்தின்மேலும், சமுத்திரத்திலுள்ள தீவுகளின்மேலும், பகுதி ஏற்படுத்தினான்.

அகாஸ்வேரு அரசன் ஜனங்களை வரி செலுத்தும்படி செய்தான். அவனது இராஜ்யத்திலுள்ள அனைத்து ஜனங்களும் தொலை தூரத்தில் கடல் கடந்து வாழும் ஜனங்களும், வரிசெலுத்தி வந்தனர்.
