Deuteronomy 19:2
ਤੁਹਾਨੂੰ ਉਸ ਧਰਤੀ ਨੂੰ ਤਿੰਨ ਹਿਸਿਆਂ ਵਿੱਚ ਵੰਡ ਲੈਣਾ ਚਾਹੀਦਾ ਹੈ। ਫ਼ੇਰ ਤੁਹਾਨੂੰ ਹਰ ਹਿੱਸੇ ਵਿੱਚ ਇੱਕ ਅਜਿਹਾ ਸ਼ਹਿਰ ਚੁਣ ਲੈਣਾ ਚਾਹੀਦਾ ਹੈ ਜਿਹੜਾ ਉਸ ਇਲਾਕੇ ਵਿੱਚ ਹਰ ਕਿਸੇ ਦੇ ਨੇੜੇ ਹੋਵੇ। ਅਤੇ ਤੁਹਾਨੂੰ ਉਨ੍ਹਾਂ ਸ਼ਹਿਰਾਂ ਲਈ ਸੜਕਾਂ ਤਿਆਰ ਕਰਨੀਆਂ ਚਾਹੀਦੀਆਂ ਹਨ। ਤਾਂ ਜੋ ਕੋਈ ਵੀ ਬੰਦਾ ਜਿਹੜਾ ਕਿਸੇ ਦਾ ਕਤਲ ਕਰ ਦਿੰਦਾ ਹੈ ਉਸ ਸ਼ਹਿਰ ਵੱਲ ਸੁਰੱਖਿਆ ਲਈ ਭੱਜ ਜਾਵੇ।

ਤੁਹਾਨੂੰ ਉਸ ਧਰਤੀ ਨੂੰ ਤਿੰਨ ਹਿਸਿਆਂ ਵਿੱਚ ਵੰਡ ਲੈਣਾ ਚਾਹੀਦਾ ਹੈ। ਫ਼ੇਰ ਤੁਹਾਨੂੰ ਹਰ ਹਿੱਸੇ ਵਿੱਚ ਇੱਕ ਅਜਿਹਾ ਸ਼ਹਿਰ ਚੁਣ ਲੈਣਾ ਚਾਹੀਦਾ ਹੈ ਜਿਹੜਾ ਉਸ ਇਲਾਕੇ ਵਿੱਚ ਹਰ ਕਿਸੇ ਦੇ ਨੇੜੇ ਹੋਵੇ। ਅਤੇ ਤੁਹਾਨੂੰ ਉਨ੍ਹਾਂ ਸ਼ਹਿਰਾਂ ਲਈ ਸੜਕਾਂ ਤਿਆਰ ਕਰਨੀਆਂ ਚਾਹੀਦੀਆਂ ਹਨ। ਤਾਂ ਜੋ ਕੋਈ ਵੀ ਬੰਦਾ ਜਿਹੜਾ ਕਿਸੇ ਦਾ ਕਤਲ ਕਰ ਦਿੰਦਾ ਹੈ ਉਸ ਸ਼ਹਿਰ ਵੱਲ ਸੁਰੱਖਿਆ ਲਈ ਭੱਜ ਜਾਵੇ।
