ਤਦ ਉਸ ਨੇ ਯਹੂਦਾਹ ਅਤੇ ਯਰੂਸ਼ਲਮ ਵਿੱਚ ਹਰ ਥਾਂ ਤੇ ਇਹ ਪੈਗਾਮ ਭੇਜਿਆ। ਉਸ ਨੇ ਇਸਰਾਏਲੀਆਂ ਲਈ ਇਹ ਐਲਾਨ ਕੀਤਾ ਜਿਹੜੇ ਯਰੂਸ਼ਲਮ ਵਿੱਚ ਇੱਕਤ੍ਰ ਹੋਣ ਲਈ ਕੈਦ ਤੋਂ ਵਾਪਸ ਪਰਤੇ ਸਨ।
