Numbers 35:12
ଏହି ନଗରଗୁଡିକ ହତ୍ଯାକାରୀ ପାଇଁ ନିରାପଦ ଅଟେ, ସହେି ବ୍ଯକ୍ତିମାନଙ୍କଠାରୁ ଯେଉଁମାନଙ୍କର ଦାଯିତ୍ବ ହତ୍ଯାକାରୀକୁ ଦଣ୍ତିତ କରିବା, ହତ୍ଯାକାରୀକୁ ମଣ୍ତଳ ନିକଟରେ ବିଚାର ପାଇଁ ଉପସ୍ଥିତ ନକଲା ପର୍ୟ୍ଯନ୍ତ।

ଯଦି ନଗରଟି ସଠାେରକ୍ସ୍ଟ ବହକ୍ସ୍ଟତ ଦୂର ରେ ଥାଏ। ଯଦି ସଠାେକକ୍ସ୍ଟ ଶିଘ୍ର ଦୌଡି ନ ୟାଇପା ରେ ତବେେ ରକ୍ତର ପ୍ରତିହନ୍ତା ତଲ୍ଗତିତ୍ତ ହଇେ ନରହତ୍ଯା କାରୀର ପେଛ ଗୋଡ଼ାଇ ଦୂରପଥ ସକାଶକ୍ସ୍ଟ ତାହାକକ୍ସ୍ଟ ଧରି ଜୀବନ ରେ ମାରି ଦବେ। ମାତ୍ର ସହେି ଲୋକ ପ୍ରାଣଦଣ୍ତ ଯୋଗ୍ଯ ନକ୍ସ୍ଟ ହେଁ। କାରଣ ତାହା ପୂର୍ବରକ୍ସ୍ଟ ତାହାକକ୍ସ୍ଟ ହିଂସା କରୁ ନ ଥିଲା।
ଯିହୋଶୂୟ 20:3
ଯଦି କୌଣସି ନରହତ୍ଯାକାରୀ ଭୂଲ୍ ରେ ଓ ଅଜ୍ଞାତସାର ରେ କାହାକକ୍ସ୍ଟ ବଧ କରେ ସେ ସହେି ନିରାପଦ ସହରକକ୍ସ୍ଟ ପଳାଇ ୟାଇପା ରେ। ତେଣୁ ସହେିସବୁ ନଗର ରକ୍ତର ପ୍ରତିହନ୍ତାଠାରକ୍ସ୍ଟ ତୁମ୍ଭମାନଙ୍କ ପ୍ରତି ଆଶ୍ରଯ ନଗର ହବେ।
ଗଣନା ପୁସ୍ତକ 35:19
ଜଣେ ମୃତ ପରିବାରର ଲୋକ, ହତ୍ଯାକାରୀକୁ ହତ୍ଯା କରିପାରିବ। ସେ ତାକୁ ଦେଖିଲା ମାତ୍ରକେ ହତ୍ଯା କରିପାରିବ।

ତବେେ ମଣ୍ତଳୀ ସହେି ହତ୍ଯାକାରୀର ଓ ରକ୍ତର ପ୍ରତିହନ୍ତାର ବିଷଯ ଏହି ଶାସନାନୁସା ରେ ବିଚାର କରିବେ।

ଯିହୋଶୂୟ 20:9
ସମାନଙ୍କେ ମଧିଅରେ ବାସ କରୁଥିବା ଯଦି ଜଣେ ବିଦେଶୀ ଅନିଚ୍ଛା ରେ ଜଣେ ବ୍ଯକ୍ତିକକ୍ସ୍ଟ ହତ୍ଯାକରି, ତାକକ୍ସ୍ଟ ଯେ କୌଣସି ନିରାପଦ ସହରକକ୍ସ୍ଟ ୟିବା ପାଇଁ ଅନକ୍ସ୍ଟମତି ଦିଆୟିବ। ତା' ହେଲେ ସହେି ମନକ୍ସ୍ଟଷ୍ଯଟି ନିରାପଦ ହବେ ଏବଂ ପ୍ରତିଶାଧେ ପାଇଁ ଗୋଡ଼ାଇଥିବା ସଐର୍କୀଯମାନଙ୍କ ଦ୍ବାରା ମୃତକ୍ସ୍ଟ୍ଯ ଦଣ୍ତ ରେ ଦଣ୍ତିତ ହବେ ନାହିଁ। ନ୍ଯାଯଳଯ ରେ ବିଗ୍ଭର ହବୋ ପର୍ୟ୍ଯନ୍ତ ସହେି ନିରାପଦ ସହର ରେ ରହିବ।

ବର୍ତ୍ତମାନ ମାରେ ପକ୍ସ୍ଟରା ପରିବାର ମାରେ ବିରକ୍ସ୍ଟଦ୍ଧାଚରଣ କରୁଛନ୍ତି। ସମାନେେ ମାେତେ କହିଲେ, 'ତୁମ୍ଭେ ସେ ପକ୍ସ୍ଟତ୍ରକକ୍ସ୍ଟ ଆଣି ଦିଅ ଯେ ତା'ର ଭାଇକକ୍ସ୍ଟ ମାରିଅଛି। ଆମ୍ଭମାନେେ ତାକକ୍ସ୍ଟ ହତ୍ଯା କରିବକ୍ସ୍ଟ। କାରଣ ସେ ତା'ର ଭାଇକକ୍ସ୍ଟ ହତ୍ଯା କଲା?' ମାେ ପକ୍ସ୍ଟଅ ହେଉଛି ମାରେ ଶଷେ ଅଗ୍ନିଶିଖା। ଯଦି ସମାନେେ ତାକକ୍ସ୍ଟ ହତ୍ଯା କରନ୍ତକ୍ସ୍ଟ, ତବେେ ସହେି ଅଗ୍ନିଶିଖା ଜଳି ଲିଭିୟିବ। ସେ ତା'ର ବାପାର ସଐତ୍ତି ପାଇବାର ଏକମାତ୍ର ଜୀବିତ ଉତ୍ତରାଧିକାରୀ ପକ୍ସ୍ଟତ୍ର। ଯଦି ସମାନେେ ତାକକ୍ସ୍ଟ ହତ୍ଯା କରନ୍ତି, ତବେେ ସହେି ସଐତ୍ତି ଅନ୍ୟ ଜଣକକ୍ସ୍ଟ ଦିଆୟିବ ଏବଂ ତା'ପରେ ମାରେ ସ୍ବାମୀର ନାମ ଏହି ଦେଶରକ୍ସ୍ଟ ଲିଭିୟିବ।
