ସହେି ସମସ୍ତ ସହର ରେ ଇମାରେୀୟମାନଙ୍କର ରାଜା ସୀହାନେ ସହେି ଦେଶ ରେ ରାଜତ୍ବ କରୁଥିଲେ। ସେ ହିଷ୍ବୋନ ରେ ଶାସନ କରୁଥିଲେ। ସହେି ଦେଶ ଅେମ୍ମାନୀୟମାନଙ୍କର ସୀମା ପର୍ୟ୍ଯନ୍ତ ଥିଲା।
