ଏହି ଏଜ୍ରା ଇଶ୍ରାୟେଲର ପରମେଶ୍ବର ସଦାପ୍ରଭୁଙ୍କ ପ୍ରଦତ୍ତ ମାଶାେ ବ୍ଯବସ୍ଥା ରେ ନିପୂଣ ଅଧ୍ଯାପକ ଥିଲା। ସେ ଯାହା ମାଗୁଥିଲା ରାଜା ତାକୁ ତାହା ପ୍ରଦାନ କରୁଥିଲେ। କାରଣ ସଦାପ୍ରଭୁ ତା'ର ପରମେଶ୍ବରଙ୍କ ହସ୍ତ ତା ଉପରେ ଥିଲା।
