ପ୍ରେତ୍ୟକକ ଲୋକର ସରକାରୀ ଶାସକମାନଙ୍କ ଅଧୀନତା ସ୍ବୀକାର କରିବା ଉଚିତ୍। କାରଣ ସମାନଙ୍କେ ଏହି କ୍ଷମତା ପରମେଶ୍ବରଙ୍କ ଦ୍ବାରା ଦିଆଯାଇଛି ଏବଂ ବର୍ତ୍ତମାନ ଯେଉଁ ମାନେ ଅଧିକାରୀ , ପରମେଶ୍ବରଙ୍କ ଦ୍ବାରା ସମାନଙ୍କେୁ ଏହି କ୍ଷମତା ପ୍ରଦାନ କରା ଯାଇଛି।

ବହୁ ପୂର୍ବରୁ ନୋହଙ୍କ ସମୟରେ ଏହି ଆତ୍ମାଗୁଡ଼ିକ ପରମେଶ୍ବରଙ୍କ ଅବାଧ୍ଯ ହାଇେଥିଲେ। ନୋହ ତାହାଙ୍କ ଜାହାଜ ତିଆରି କଲା ପର୍ୟ୍ଯନ୍ତ ପରମେଶ୍ବର ର୍ଧୈୟ୍ଯ ସହିତ ଅପେକ୍ଷା କରୁଥିଲେ। ସହେି ଜାହାଜ ରେ ଅଳ୍ପ କେତେ ଜଣ, ମାତ୍ର ଆଠ ଜଣ ଜଳରୁ ରକ୍ଷା ପାଇପାରିଲେ।
