ହେ ଆମ୍ଭର ଲୋକମାନେ, ଆମ୍ଭ ବାକ୍ଯ ରେ ଅବଧାନ କର ; ହେ ଆମ୍ଭର ଦେଶୀଯ ଲୋକମାନେ, ଆମ୍ଭ କଥା ରେ କର୍ଣ୍ଣପାତ କର। ଆମ୍ଭଠାରୁ ଏକ ବ୍ଯବସ୍ଥା ନିର୍ଗତ ହବେ ଓ ଆମ୍ଭେ ଗୋଷ୍ଠୀବର୍ଗର ଦୀପ୍ତି ନିମନ୍ତେ ଆମ୍ଭର ବିଚାର ସ୍ଥାପନ କରିବା।
