Deuteronomy 19

1 ସଦାପ୍ରଭୁ ତୁମ୍ଭର ପରମେଶ୍ବର ତୁମ୍ଭକୁ ଯେଉଁ ଦେଶ ଦବେେ ତାହା ଅନ୍ୟ ଦେଶୀଯମାନଙ୍କର ଅଟେ। ସଦାପ୍ରଭୁ ସହେି ଜାତିମାନଙ୍କୁ ଧ୍ବଂସ କରିବେ। ତୁମ୍ଭମାନେେ ସହେିଠା ରେ ବାସ କରିବ। ତୁମ୍ଭମାନେେ ତାଙ୍କର ଗୃହ ଓ ସହରଗକ୍ସ୍ଟଡିକ ଅଧିକାର କରିବ। ଏବଂ ଏଗକ୍ସ୍ଟଡିକ ହବୋପରେ,

2 ତୁମ୍ଭମାନେେ ସହେି ଦେଶକକ୍ସ୍ଟ ତିନି ଭାଗ ରେ ବିଭକ୍ତ କରିବା ଉଚିତ୍। ଏବଂ ପ୍ରେତ୍ୟକକ ଅଂଶ ରେ ଏକ ନଗର ନିର୍ମାଣ କର ଯାହାକି ସହେି ଅଞ୍ଚଳ ମଧ୍ଯବର୍ତ୍ତୀ ହବେ। ଏବଂ ଏହାପରେ ସହେି ନଗରକକ୍ସ୍ଟ ସବୁଆଡକ୍ସ୍ଟ ରାସ୍ତା ନିର୍ମାଣ କର।

3 ଏହାପରେ ସଠାେରେ ଯେ କହେି ଦକ୍ସ୍ଟର୍ଘଟଣା ବଶତଃ ଅନ୍ୟକକ୍ସ୍ଟ ହତ୍ଯା କରେ, ସେ ସହେି ନିରାପଦ ନଗରକକ୍ସ୍ଟ ୟାଇ ନରାପଦ ରେ ରହିପା ରେ।

4 ସହେି ନଗରକକ୍ସ୍ଟ ଯେଉଁ ନରହତ୍ଯାକାରୀମାନେ ଯିବେ, ସମାନେେ ଜାଣିଶକ୍ସ୍ଟଣି ନରହତ୍ଯା କରି ନ ଥିବେ। ଅଜ୍ଞାତ ସାର ରେ ଏବଂ ସେ ଯାହାକକ୍ସ୍ଟ ହତ୍ଯା କରିଥିବ ତାଙ୍କୁ ଘୃଣା କରୁ ନ ଥିବ। ସହେି ଲୋକମାନେ କବଳେ ସଠାେକକ୍ସ୍ଟ ୟାଇ ଆଶ୍ରଯ ନଇେ ପାରିବ।

5 ଉଦାହରଣ ସ୍ବରୂପ ଜଣେ ଲୋକ ଅନ୍ୟ ଜଣେ ଲୋକଙ୍କ ସହିତ ଜଙ୍ଗଲକକ୍ସ୍ଟ କାଠ କାଟିବାକକ୍ସ୍ଟ ୟାଏ। କାଠ କାଟିବା ସମୟରେ ଯଦି ପଶାଟି ବେଣ୍ଟରକ୍ସ୍ଟ ବାହାରି କାଠ ରେ ନ ବାଜି ଅନ୍ୟ ଲୋକ ଜଣଙ୍କକ୍ସ୍ଟ ଆଘାତ କରେ ଏବଂ ସହେି ଲୋକ ଜଣଙ୍କର ମୃତକ୍ସ୍ଟ୍ଯ ଘଟେ। ଯେଉଁଲୋକ ଟାଙ୍ଗିଆ ବକ୍ସ୍ଟଲାଉଥିଲା। ସେ ସହେି ତିନି ନଗରକକ୍ସ୍ଟ ପଳାଇୟାଇ ନିରାପଦ ରେ ରହିପାରିବ।

6 ଯଦି ନଗରଟି ସଠାେରକ୍ସ୍ଟ ବହକ୍ସ୍ଟତ ଦୂର ରେ ଥାଏ। ଯଦି ସଠାେକକ୍ସ୍ଟ ଶିଘ୍ର ଦୌଡି ନ ୟାଇପା ରେ ତବେେ ରକ୍ତର ପ୍ରତିହନ୍ତା ତଲ୍ଗତିତ୍ତ ହଇେ ନରହତ୍ଯା କାରୀର ପେଛ ଗୋଡ଼ାଇ ଦୂରପଥ ସକାଶକ୍ସ୍ଟ ତାହାକକ୍ସ୍ଟ ଧରି ଜୀବନ ରେ ମାରି ଦବେ। ମାତ୍ର ସହେି ଲୋକ ପ୍ରାଣଦଣ୍ତ ଯୋଗ୍ଯ ନକ୍ସ୍ଟ ହେଁ। କାରଣ ତାହା ପୂର୍ବରକ୍ସ୍ଟ ତାହାକକ୍ସ୍ଟ ହିଂସା କରୁ ନ ଥିଲା।

7 ଏଥିପାଇଁ ମୁ ତୁମ୍ଭକୁ ଆପଣା ନିମନ୍ତେ ତିନୋଟି ପୃଥକ ନଗର ବାଛିବାକକ୍ସ୍ଟ କହକ୍ସ୍ଟଛି, ଯେଉଁ ନଗରୀଗକ୍ସ୍ଟଡିକ ତୁମ୍ଭମାନଙ୍କର ନିକଟବର୍ତ୍ତୀ ହବେ।

8 ସଦାପ୍ରଭୁ ତୁମ୍ଭର ପରମେଶ୍ବର ତୁମ୍ଭମାନଙ୍କର ପୂର୍ବପୁରୁଷମାନଙ୍କ ସହିତ ପ୍ରତିଜ୍ଞା କରିଛନ୍ତି ଯେ ତୁମ୍ଭର ସୀମା ବୃଦ୍ଧି କରିବେ। ଯେଉଁ ଦେଶ ସମାନଙ୍କେୁ ଦବୋକକ୍ସ୍ଟ କହିଛନ୍ତି ତାହା ସବୁ ତୁମ୍ଭମାନଙ୍କୁ ଦବେେ।

9 ସେ ଏପରି କରିବେ ଯେତବେେଳେ ତୁମ୍ଭମାନେେ ସଐୂର୍ଣ୍ଣ ଭାବେ ସର୍ବାନ୍ତ କରଣ ରେ ମୁ ଆଜି କହକ୍ସ୍ଟଥିବା ତାଙ୍କର ଆଜ୍ଞାମାନ ପାଳନ କରିବ। ଯଦି ତୁମ୍ଭମାନେେ ତୁମ୍ଭମାନଙ୍କର ସଦାପ୍ରଭୁ ପରମେଶଓରଙ୍କୁ ପ୍ ରମେକର ଏବଂ ତାଙ୍କର ଗ୍ଭହିଁବା ଅନକ୍ସ୍ଟସା ରେ ତୁମ୍ଭମାନେେ ଚଳ। ଏହାପରେ ପରମେଶ୍ବର ତୁମ୍ଭମାନଙ୍କ ସୀମା ବୃଦ୍ଧି କଲେ ତୁମ୍ଭମାନେେ ଆଉ ତିନୋଟି ନିରାପଦ ନଗରୀ ନିର୍ମାଣ କରିବ। ସଗେକ୍ସ୍ଟଡିକ ପୂର୍ବ ନିରାପଦ ନଗର ସହିତ ସଂୟକ୍ସ୍ଟକ୍ତ କରିବ।

10 ତବେେ ଆଉ ନିରୀହ ଲୋକ କହେି ତକ୍ସ୍ଟମ୍ଭ ସଦାପ୍ରଭୁ ପରମେଶ୍ବରଙ୍କ ଦତ୍ତ ଦେଶ ରେ ମୃତକ୍ସ୍ଟ୍ଯ ବରଣ କରିବେ ନାହିଁ। ଏବଂ ତୁମ୍ଭମାନେେ ନିରୀହମାନଙ୍କର ରକ୍ତପାତ ରେ ଦୋଷୀ ହବେ ନାହିଁ।

11 ଏହା ଏପରି ହାଇପୋ ରେ ଯେ, କହେି ଜଣେ ଲକ୍ସ୍ଟଚି ରହିବ ଏବଂ ଫାନ୍ଦ ରେ ପକାଇବା ପାଇଁ ଅପେକ୍ଷା କରିବ, ଯାହାକକ୍ସ୍ଟ ସେ ଘୃଣା କରେ ତାକକ୍ସ୍ଟ ହତ୍ଯା କରିବାକୁ ଏବଂ ତାକକ୍ସ୍ଟ ହତ୍ଯା କରିବା ପରେ, ଧରାଯାଉ ସେ ସହେି ନଗରମାନଙ୍କରକ୍ସ୍ଟ ଏକ ନଗରକକ୍ସ୍ଟ ଦୌଡେ ଓ ଏକ ନାରାପଦ ନଗର ରେ ରହେ।

12 ଯଦି ଏପରି ଘଟେ, ତବେେ ତା'ର ନଗରର ପ୍ରାଚୀନମାନେ ତାକକ୍ସ୍ଟ ଡାକି ପଠାଇବେ ଏବଂ ତାକକ୍ସ୍ଟ ଫରୋଇ ଆଣିବେ। ଏବଂ ତାହାକକ୍ସ୍ଟ ହତ୍ଯା କରିବା ପାଇଁ ରକ୍ତର ପ୍ରତିହଁନ୍ତାର ହସ୍ତ ରେ ସମର୍ପଣ କରିବେ। ଏବଂ ତାକକ୍ସ୍ଟ ହତ୍ଯା କରାୟିବା ଉଚିତ୍।

13 ତୁମ୍ଭମାନେେ ତା'ପାଇଁ ଦକ୍ସ୍ଟଃଖ କରିବ ନାହିଁ କାରଣ ସେ ଜଣେ ନିରପରାଧି ଲୋକକୁ ହତ୍ଯାକରି ପାପ କରିଛି। ତୁମ୍ଭମାନେେ ଇଶ୍ରାୟେଲରକ୍ସ୍ଟ ନିରୀହମାନଙ୍କର ରକ୍ତପାତ ଦୋଷରକ୍ସ୍ଟ ମକ୍ସ୍ଟକ୍ତି ପାଇବା ଉଚିତ୍। ତାହାହେଲେ କବଳେ ତୁମ୍ଭମାନଙ୍କର ମଙ୍ଗଳ ହବେ।

14 ତୁମ୍ଭମାନେେ ଭୂମିରେ ଥିବା ପଥର ଚିହ୍ନକକ୍ସ୍ଟ ଘକ୍ସ୍ଟଞ୍ଚାଇବ ନାହିଁ। ଏହି ପଥରଚିହ୍ନ ଅତୀତ ରେ ଦିଆୟାଇଥିବା ଭୂମିକକ୍ସ୍ଟ ଚିହ୍ନଟ କରିବା ପାଇଁ ସହେି ପଥର ଚିହ୍ନକକ୍ସ୍ଟ ପରିବର୍ତ୍ତନ କରିବ ନାହିଁ। ସହେି ପଥର ଚିହ୍ନିତ ଦେଶମାନଙ୍କୁ ତୁମ୍ଭକୁ ସଦାପ୍ରଭୁ ଦବେେ।

15 ଯଦି କୌଣସି ଲୋକ ଅପରାଧ କରେ ବା ପାପ କରେ, ତା'ର ଦେଶ ନିରୂପଣ ପାଇଁ ଗୋଟିଏ ସାକ୍ଷୀ ୟତେଷ୍ଟ ନକ୍ସ୍ଟ ହେଁ। ସହେି ଲୋକକୁ ଦଷେୀ ସାବ୍ଯସ୍ତ କରିବା ପାଇଁ ଦକ୍ସ୍ଟଇଟି ତିନୋଟି ସାକ୍ଷୀ ୟଥେଷ୍ଟ ହବେ।

16 ଧରାଯାଉ ଜଣେ ଅଧର୍ମୀ ଲୋକ ତା ବିରକ୍ସ୍ଟଦ୍ଧ ରେ ମିଥ୍ଯା ସାକ୍ଷୀ ଦବୋ ପାଇଁ ଛିଡା ହକ୍ସ୍ଟଏ।

17 ଯେଉଁ ଦକ୍ସ୍ଟଇ ବ୍ଯକ୍ତି ମଧିଅରେ ବି ରୋଧ ଥାଏ, ସେ ଦକ୍ସ୍ଟ ହେଁ ସଦାପ୍ରଭୁଙ୍କ ସମ୍ମକ୍ସ୍ଟଖ ରେ ସେ ସମୟରେ ଯାଜକ ଓ ବିଗ୍ଭରକର୍ତ୍ତାଙ୍କ ଆଗ ରେ ଛିଡା ହବେେ।

18 ବିଗ୍ଭର କର୍ତ୍ତାମାନେ ନିଶ୍ଚଯ ପକ୍ସ୍ଟଙ୍ଗାନକ୍ସ୍ଟପକ୍ସ୍ଟଙ୍ଗ ଭାବରେ ତଦନ୍ତ କରିବେ। ସଠିକ ଭାବରେ ଅନକ୍ସ୍ଟସନ୍ଧାନ କରିବେ। ଆଉ ଯଦି ସମାନେେ ଦେଖିଲେ ସହେି ଲୋକ ମିଥ୍ଯା ସାକ୍ଷ୍ଯ ଦଇେଛି,

19 ତବେେ ସେ ଆପଣା ଭାଇପ୍ରତି ଯେପରି କରିବାକୁ ଯୋଜନା କରିଥିଲା, ତାହାପ୍ରତି ସହେିପରି କରିବ ଏବଂ ଏହି ପ୍ରକା ରେ ତୁମ୍ଭମାନେେ ଇଶ୍ରାୟେଲରକ୍ସ୍ଟ ଦକ୍ସ୍ଟଷ୍ଟତା ଦୂର କରିବା ଉଚିତ୍।

20 ଅବଶିଷ୍ଟ ଲୋକମାନେ ତାହା ଶକ୍ସ୍ଟଣି ଭୟ କରିବେ। ସହେି ସମୟରେ ଆଉ କୌଣସି ଲୋକେ ଏପରି କରିବାକୁ ସାହସ କରିବେ ନାହିଁ।

21 ସହେି ଲୋକମାନଙ୍କୁ ଦଣ୍ତଦବୋ ସମୟରେ ତୁମ୍ଭମାନେେ ଦିଃଖ କରିବା ଉଚିତ୍ ନକ୍ସ୍ଟହଁ। ଯଦି କହେି ଜଣେ ଅନ୍ୟ ଜୀବନ ନଇେ ଥାଏ ତବେେ ତାକକ୍ସ୍ଟ ତାହାର ଜୀବନ ଦବୋ ଉଚିତ୍। ନିଯମ ଏପରି ହବେ, ଆଖି ପାଇଁ ଆଖି ଦବୋକକ୍ସ୍ଟ ପଡିବ, ଦାନ୍ତ ପାଇଁ ଦାନ୍ତ ଦବୋକକ୍ସ୍ଟ ପଡିବ, ହାତ ବଦଳ ରେ ହାତ ଓ ଗୋଡ ବଦଳ ରେ ଗୋଡ ଦବୋକକ୍ସ୍ଟ ପଡିବ।

1 When the Lord thy God hath cut off the nations, whose land the Lord thy God giveth thee, and thou succeedest them, and dwellest in their cities, and in their houses;

2 Thou shalt separate three cities for thee in the midst of thy land, which the Lord thy God giveth thee to possess it.

3 Thou shalt prepare thee a way, and divide the coasts of thy land, which the Lord thy God giveth thee to inherit, into three parts, that every slayer may flee thither.

4 And this is the case of the slayer, which shall flee thither, that he may live: Whoso killeth his neighbour ignorantly, whom he hated not in time past;

5 As when a man goeth into the wood with his neighbour to hew wood, and his hand fetcheth a stroke with the axe to cut down the tree, and the head slippeth from the helve, and lighteth upon his neighbour, that he die; he shall flee unto one of those cities, and live:

6 Lest the avenger of the blood pursue the slayer, while his heart is hot, and overtake him, because the way is long, and slay him; whereas he was not worthy of death, inasmuch as he hated him not in time past.

7 Wherefore I command thee, saying, Thou shalt separate three cities for thee.

8 And if the Lord thy God enlarge thy coast, as he hath sworn unto thy fathers, and give thee all the land which he promised to give unto thy fathers;

9 If thou shalt keep all these commandments to do them, which I command thee this day, to love the Lord thy God, and to walk ever in his ways; then shalt thou add three cities more for thee, beside these three:

10 That innocent blood be not shed in thy land, which the Lord thy God giveth thee for an inheritance, and so blood be upon thee.

11 But if any man hate his neighbour, and lie in wait for him, and rise up against him, and smite him mortally that he die, and fleeth into one of these cities:

12 Then the elders of his city shall send and fetch him thence, and deliver him into the hand of the avenger of blood, that he may die.

13 Thine eye shall not pity him, but thou shalt put away the guilt of innocent blood from Israel, that it may go well with thee.

14 Thou shalt not remove thy neighbour’s landmark, which they of old time have set in thine inheritance, which thou shalt inherit in the land that the Lord thy God giveth thee to possess it.

15 One witness shall not rise up against a man for any iniquity, or for any sin, in any sin that he sinneth: at the mouth of two witnesses, or at the mouth of three witnesses, shall the matter be established.

16 If a false witness rise up against any man to testify against him that which is wrong;

17 Then both the men, between whom the controversy is, shall stand before the Lord, before the priests and the judges, which shall be in those days;

18 And the judges shall make diligent inquisition: and, behold, if the witness be a false witness, and hath testified falsely against his brother;

19 Then shall ye do unto him, as he had thought to have done unto his brother: so shalt thou put the evil away from among you.

20 And those which remain shall hear, and fear, and shall henceforth commit no more any such evil among you.

21 And thine eye shall not pity; but life shall go for life, eye for eye, tooth for tooth, hand for hand, foot for foot.
