ஜனத்தின் அதிகாரிகள் எருசலேமிலே குடியிருந்தார்கள்; மற்ற ஜனங்கள், தங்களுக்குள்ளே பத்துப்பேரில் ஒருவனை எருசலேமென்னும் பரிசுத்த நகரத்திலும் ஒன்பதுபேரை மற்றப் பட்டணங்களிலும் குடியிருக்கப்பண்ணி, சீட்டுகளைப் போட்டார்கள்.
