    לַמָּטָר֙

    la-ma-TAHR
    עָשָׂ֔ה
    the
    ah-SA
    וַיּ֥וֹצֵא
    heavens;
    VA-yoh-tsay
    ר֖וּחַ
    and
    ROO-ak
    מֵאֹצְרֹתָֽיו׃
    he
