പ്രഭുക്കന്മാരുടെയും മൂപ്പന്മാരുടെയും നിർണ്ണയപ്രകാരം മൂന്നു ദിവസത്തിന്നകം ആരെങ്കിലും വരാതെയിരുന്നാൽ അവന്റെ വസ്തുവക ഒക്കെയും കണ്ടുകെട്ടിയെടുക്കയും അവനെ പ്രവാസികളുടെ സഭയിൽ നിന്നു പുറത്താക്കുകയും ചെയ്യുമെന്നും യെഹൂദയിലും യെരൂശലേമിലും പ്രസിദ്ധമാക്കി.
