അതിന്റെ ശേഷം ശമൂവേൽ രാജധർമ്മം ജനത്തെ പറഞ്ഞുകേൾപ്പിച്ചു; അതു ഒരു പുസ്തകത്തിൽ എഴുതി യഹോവയുടെ സന്നിധിയിൽ വെച്ചു. പിന്നെ ശമൂവേൽ ജനത്തെയെല്ലാം വീട്ടിലേക്കു പറഞ്ഞയച്ചു.
