ಆಗ ಹಾಮಾ ನನು ಅರಸನಾದ ಅಹಷ್ವೇರೋಷನಿಗೆ ಹೇಳಿ ದ್ದೇನಂದರೆ--ನಿನ್ನ ರಾಜ್ಯದ ಸಕಲ ಪ್ರಾಂತ್ಯಗಳಲ್ಲಿರುವ ಜನರೊಳಗೆ ಚದುರಿಸಲ್ಪಟ್ಟು ವ್ಯಾಪಿಸಿರುವ ಜನರಿ ದ್ದಾರೆ. ಅವರ ನ್ಯಾಯ ಪ್ರಮಾಣಗಳು ಸಕಲ ಜನರಿಗೆ ಪ್ರತಿಕೂಲವಾಗಿವೆ. ಅವರು ಅರಸನ ಆಜ್ಞೆಗಳನ್ನು ಕೈಕೊಳ್ಳುವದಿಲ್ಲ. ಆದಕಾರಣ ಅವರನ್ನು ಇರಗೊಡಿ ಸುವದು ಅರಸನ ಪ್ರಯೋಜನಕ್ಕೆ ತಕ್ಕದ್ದಲ್ಲ.
