வானங்களைச் சிருஷ்டித்து, அவைகளை விரித்து, பூமியையும், அதிலே உற்பத்தியாகிறவைகளையும் பரப்பினவரும், அதில் இருக்கிற ஜனத்துக்குக் சுவாசத்தையும், அதில் நடமாடுகிறவர்களுக்கு ஆவியையும் கொடுக்கிறவருமான கர்த்தராகிய தேவன் சொல்லுகிறதாவது.

கர்த்தர் தேவபக்தியுள்ளவர்களைச் சோதனையில் இருந்து இரட்சிக்கவும், அக்கிரமக்காரர்களை தண்டனைக்குரியவர்களாக நியாயத்தீர்ப்பின் நாளுக்காக வைக்கவும் அறிந்திருக்கிறார்.

ஆம், தேவன் இந்தக் காரியங்கள் எல்லாவற்றையும் செய்தார். ஆகவே தமக்கு சேவை செய்கிற மக்களை எப்படி இரட்சிப்பது என கர்த்தர் அறிவார். மேலும் நியாயம்தீர்க்கிற நாள்வரை தீயவர்களைத் தண்டிப்பது எப்படி என்றும் அறிவார்.
