ஆதலால் இப்போதும் ராஜாவே, மேதியருக்கும் பெர்சியருக்கும் இருக்கிற மாறாத பிரமாணத்தின்படியே, அந்தத் தாக்கீது மாற்றப்படாதபடி நீர் அதைக் கட்டளையிட்டு, அதற்குக் கையெழுத்து வைக்கவேண்டும் என்றார்கள்.

இப்பொழுது இதனைச் சட்டமாக்கி இந்தத் தாளிலே கையெழுத்துப் போடும். இவ்வாறு இந்தச் சட்டம் மாற்ற முடியாதபடி இருக்கும். ஏனென்றால் மேதியர்கள் மற்றும் பெர்சியர்களின் சட்டங்கள் விலக்கவோ மாற்றவோ முடியாதவை” என்றனர்.

ஆகையால், அரசரே! இப்பொழுதே அச்சட்டத்தை இயற்றித் தடையுத்தரவில் கையெழுத்திடும்; அப்பொழுதுதான் மேதியர், பாரசீகரின் சட்டங்கள் மாறாதிருப்பது போல, இச்சட்டமும் மாறாதிருக்கும்” என்றார்கள்.
